Agenda Approval
BD 060908-01 By consensus the agenda was approved.

Minutes Approved
BD 060908-02 By consensus the Minutes of the April 2-3, 2008 Executive Board meeting were approved as submitted. 

Membership Committee Goals Revision
BD 060908-03  On a motion by Marilyn Shaw, it was VOTED to accept the recommendation of the Membership Committee to delete Items 1 and 3 and the word “national” from Item 4 and renumber the goals listed in the POLICIES AND PROCEDURES, ARTICLE VI, COMMITTEES, Section 2, Membership Committee B.

Health Committee Goals Revision
BD 060908 04  On a motion by E. Michaeleen Young, it was VOTED to accept the proposed changes to POLICIES AND PROCEDURES, ARTICLE VI, Section 2, Health Services Committee A.
Recommendations listed:
            1, hold a minimum of three meetings a year;
            2.  communicate with local chairs;
            3.  review POLICIES AND PROCEDURES’ goals sometime during the year;
            4.  provide health education articles for the JOURNALand also for local newsletters;
            5.  attend senior issues conferences.

Commendation of Health Committee
BD 060908-05 On a motion by E. Michaeleen Young, it was VOTED that the Health Services Committee be commended and urge the committee continue their efforts pertinent to the Health Care Authority and the Legislative Consortium.

Jefferson County School Retirees Resolution
BD 060908-06  On a motion by Rita Requa, it was VOTED that no action be taken at this time regarding the NEWS Coalition litigation.

61st DELEGATE ASSEMBLY
June 9-11, 2008

DA 061008-01  On a motion by Blanche Campbell, Grays Harbor Unit 5, it was VOTED that the Rules for the Delegate Assembly, read by the Rules and Resolutions Committee Chairman Jim Leggett be accepted.

DA 061008-02  On a motion by Rita Requa, Sno-King Unit 23, it was VOTED to accept the credentials report. 

DA 0610-08 03  On a motion by Bonnie Strange, Thurston County Unit 28, it was VOTED that the agenda with the stated additions for the 61st state convention be accepted. 

DA 061008-04  On a motion by Louie Osmonovich, Kittitas County Unit 9, it was VOTED that the proposed budget for the fiscal period July 1, 2008 through June 30, 2009 in the amount of $1,049,504 be approved as recommended by the Executive Board and as presented on pages 16 through 19 of the WSSRA 2008 Delegate Handbook. 

DA 061008-05  On a motion by Jim Leggett, Grays Harbor Unit 9, it was moved that the BYLAWS, ARTICLE X – COMMITTEES, Section 3. H, a. be amended by inserting a sentence to read:  “The Scholarship Committee shall consist of three district representatives, one from each Nominating Region.”

DA 061008 06 On a motion by Reba Cornett, Clallam County Unit 3, it was moved to amend the motion by inserting after the words “(3) year term: The Scholarship Committee shall consist of three district representatives, one from each Nominating Region.:  The year of implementation, one member shall be appointed to serve one year, one member to serve two years and one member three years to establish the staggered term process...AMENDMENT PASSED.

DA 061008-07 The amendment to Amendment No. 1 passed and BYLAWS, ARTICLE X – COMMITTEES, Section 3 H a. shall read:  Revolving Organizational Committees:  One member shall be appointed to a three-year staggered term from each of the three Nominating Regions.  Service shall be limited to one (1) three (3) year term. The Scholarship Committee shall consist of three district representatives, one from each Nominating Region.” “The year of implementation, one member shall be appointed to serve one year, one member to serve two years and one member three years to establish the staggered term process…THE AMENDED MOTION PASSED.

DA 061008-08 On a motion by Jim Leggett, it was VOTED that the BYLAWS, ARTICLE X -  COMMITTEES, Section 5, Service Committees, b. be amended by striking “Retirement Planning” from the Membership Committee and inserting C. “Retirement Planning” as a separate committee and renumbering D as “Outreach Committee”. 

DA 061008 09  Gil Thurston, Whatcom County Unit 32, moved that the BYLAWS, ARTICLE IVOFFICERS, Section 4 D. 2 be amended by striking the words “serve as an ex-officio member of the Rules and Resolutions Committee to” so the sentence would then read: Ensure that actions of the Executive Board are reflected in the current Policies and Procedures.”

DA 061008-10  Gil Thurston, Whatcom County Unit 32 moved that the proposed Amendment No.3 be amended to read “serve as a non-voting ex-officio member of the Rules and Resolutions Committee to ensure that actions  of the Executive Board are reflected in current Policies and Procedures.” AMENDMENT PASSED.

DA 061008-11  The amendment to Amendment No. 3 was approved and the BYLAWS. ARTICLE IV – OFFICERS, Section 4 D. 2 was amended to read: “serve as a non-voting ex-officio member of the Rules and Resolutions Committee to ensure that actions of the Executive Board are reflected in current Policies and Procedures.”  AMENDED MOTION PASSED.

DA 061008-12  On a motion by Ester Wilfong, Pierce County Unit 27, it was VOTED to accept the reports of the WSSRA Executive Board Members and Officers, District Representatives and 2007-2008 Coordinating Council Chairmen plus the Handbook Reports of each Committee Chairmen, the Contract Lobbyist and WSSRA liaisons to other organizations.
